1) Welcome.
The president welcomes all participants to the 22th GA of FISTC and thanks the Italian friends,
particularly Massimo Bassan, for the organisation of the
meeting.

Proposals from the
Board
1. Proposal to accept on the FISTC
Championships mushers who want to leave the
WSA :
In recent years several mushers wanted to leave the WSA to come to the FISTC. One
problem was that according to our rules, these mushers
had to wait two years without entering WSA championships before being allowed
to start on FISTC Championships.
It is then proposed that: Mushers who did not start on FISTC Championships
at least during the last two years and who want to join the FISTC and
participate in the FISTC Championships will be allowed to do so, even if they
participated in WSA championships during the past two seasons, under the
following conditions:
In case these mushers,
after having run FISTC Championships, decide to go back to WSA, they will be no
more accepted on FISTC races.
There are no changes to the
sanctions for FISTC mushers going to start on WSA
championships.

2. Membership fee for small countries
with less than 25 mushers:
Many small countries hesitate to
become Members of FISTC due to the fee they have to pay. While an arrangement
is always possible, it is proposed that for small countries with less than 25 mushers, and if they so wish, they may become Members of
the FISTC with a reduced fee.

The reduced fee (not obligatory) may be of 50 _uros
with one vote only, plus the normal contribution per musher,

As soon as the country reaches a number of 26 mushers
or more, then the normal fee applies.

3. Associated Members:
A new country may become an
associated Member to the FISTC for a period of one year in order to prepare its
final application. During this period it does not pay any fee and has no voting
rights but may send mushers to the FISTC
Championships. The Associated Member must present its final application to the
following General Assembly of the FISTC, otherwise the
association terminates by the date of the GA.

4. Amendment to Sprint racing rules:
At the last Championship in Auronzo, the board noted that the rules on dogs running
free on the trail were not clear enough.
In order to clarify rulle III.D , we suggest the
following text. Please note that there is a new III.D.3, the previous one
becoming III.D.4.
III.D) TEAM OR DOGS FREE ON TRAIL
1) Teams or dogs lost or free on the trail must
not disturb or take time to other teams.
2) The musher has to catch his team himself and
by his own means.
3) Lost dogs have to be caught by the musher as
soon as possible, and before continuing the race, and have to be taken back in
lines or in the bag.
4) Teams or dogs lost or free can rejoin the
trail without penalty only if the team completes the whole trail and will
respect point C 3.

5. Proposals for new organisations:
A) Again try to organize a FISTC sprint week.
B) The board encourages Organisers of races to
organize new racing forms with more attraction to the public (Nome mass start
per category the first to cross the finish line is the winner or ultra short rod 2 teams races against each other on an oval
for 1km and via knock-out system to come to the finals this was a great success on our closing
weekend and looked very good for the public, as it is so short you can organize
it early in the season).
6. Proposals from the Vet:
1) because of some
problems this winter hereby a proposal for guidelines for the vaccinations. The
aim of these guidelines are to ensure that the health of the dogs is ensured as
good as possible, by demanding them to be vaccinated against there contagious
diseases:
Parvo virus, canine distemper, HCC,CAV-2
virus (=liverdisease), leptospirosis
and rabies. The dogs need to be fully protected that means that these
vaccinations have to be given within the vaccination scheme the producer advises (so not the rules as
in countries or by kennel clubs are implemented). It is the responsibility of
the musher that this is done. The race vet will use the information given by
the producer on the internet to control the validity of the vaccinations.
2) Hereby I would propose to also put the kennelcough vaccination (para-influenza and bordetella bronchiseptica) in point 1, as these diseases are normally not lifethreatening, they can spread very fast over the stake-out. Also there is evidence that also sub-clinical infections can influence the performance of sporting dogs.

weight according to the breed standard
is an absolute demand, every dogs below
this weight should be taken
out of the
race (regardless if it started
on earlier races).

SSD Proposal FISTC GA
2007-05-13
Dear boardmembers, dear delegates
The German
Federation SSD propose , that the SSD (or any other country) can fill up our
national contingent on the FISTC European Championship Mid/Long with starter
from all over
Reasons:
1.The championship is in

is sponsored by the Bavarian Sleddogsportfederation( a federation of all the Bavarian Sled dog sport clubs.)
3. The
start and finish area is in a Winter sport stadion, there are a lot of visitors. In that case we need
a big starterfield.
The proposal
from the bord is to change the starting fee for this mushers: 60+15 Euro ( 10 Euro to FISTC, 5 Euro to
Member club)

can't travel to the GA.
It would be great, if
the member fee under 25 mushers
would be just 50
Euro for the countries.

Hello dear members,
The Belgian federation was asking
if the FISTC has an "act of judiciary power" in correspondence the European law
for associations.
In season 2005/2006 we had problems
with a musher and we had to create an act of judiciary to resolve the problems
on a legal way. This was necessary because our national (FBMF) and
international (FISTC) rules were not enough to take the right legal steps that
are corresponding the law in a court of justice.
In that case I'll send you a copy
of our "Pouvoir Judiciare"
in French. I regret that I couldn't make a copy in English. But as it is maybe
only a basic for your rules, I'm sure it is not a problem.
We are not asking to vote now for
this text "Pouvoir Judiciare",
we are only asking if the FISTC has these legal documents for associations and
if not, that they vote to create an "act of judiciary power" for the next GA
FISTC in 2008, and to help creating this they can use our text as basic for
their "act of judiciary power".

Dutch Proposals for the
F.I.S.T.C. General Assembly 2007
1)
Lets help those mushers
who could not made there mind up or made the final decision to choose for our
F.I.S.T.C. Championship sprint, and lift there ban!
At our General Club Meeting from May 23 the
board came with the next proposal for two Dutch mushers,
and this proposal will mean for all mushers who are
members of a F.I.S.T.C. members nation sleddog club!
Our proposal: With signing this Agreement this
musher makes his/her finally choice for the F.I.S.T.C. European/World
Championship sled dog sprint race and he/she will not take part at a W.S.A.
championship sprint not now or ever in the future!
When those mushers sign this Agreement we ask the F.I.S.T.C. board to
lift there ban.
1a: This is
a win/win situation as well for the F.I.S.T.C. ( less
starters at W.SA. championship) 1b: Better for the nations 1c: And not at
least, this is a very good and sportive deal for the musher in favour!
They are
banned for one year only, but when the musher will not keep his/her promises,
the club will never support them again in specific cases connected to
F.I.S.T.C. Sleddog sport activities!
