1)      Welcome.

The president welcomes all participants to the 21th GA of FISTC and thanks the Slovak friends, particularly Braňo Slaný, for the organisation of the meeting.

 

2)      Definition of the participants and list of votes.

The number of  votes is 20 at the beginning of the meeting.

3)      Adoption of the agenda.

The agenda was unanimously adopted.

 

 

4)      Adoption of the minutes of the last GA in Loevain.

The secretariat didn't receive any remarks during the year concerning the minutes of the last G.A.

The minutes were unanimously adopted by all voting members.

 

 

5)      Reports of Board members

All the reports were read by the following board members, as well as the report of the financial controllers who stated that the accounting was correct.

         The reports are attached as annex to these minutes.

Proposals of the board

 

 

1.      To organise a FISTC sprint racing week from 6-14 Januar on the  following races:

6-7 january:          Weng

10-11 january:      St. Ullrich

13-14 january:      Werfenweng

2.       Creation of the FISTC euro cup -sprint ranking list. We, the board, will appoint the races   which will be taken in account for the ranking. More than one race can be apointed in one weekend as long as they are separated enough from each other.

3.         Change of the distances for middistance to C=       25km  (+/- 5km)

5.         In 2007 the LT championship will also be open for german mushers racing with pure-bred teams, even if they are not member of the FISTC. The dogs will have to be judged by at least 2 race judges.

6.         Creation of the FISTC euro-longtrail ranking. The Iron Sled Dog Races will also count     for the ranking.

7.                  To organize an european championship cartracing.

            with 1 boardmember responsible. (suggestion of the board) and accepting races rules and classes (see addendum)

The Board  then recomended that Mr. Gert Kronholm from Denmark be elected to be the Boardmember responsible for cart races.

                        Mr. Gert Kronholm was then elected.

 

8.                  On FISTC Championships races, the starting number must also be put in evidence on the car and on the trailers on the stake-out.

9.         Maximum of 2 dogs in a box.

10)   The Board recomends that if  in a car there are more than one dog, then dog boxes must have their own lockable door (e.g. backdoor of car is not sufficient)

11.       Snowanchors must be handable with one hand  (so not be in the dogbag because then it takes to much time to grab it in emergency situations).

12.       Young mushers of 12-17 years must wear helmets, except skiers in categories skijoing and pulka.

  1. Race marshall course in Srní, Czech Republic organised and given by Franz Stadolka, Walter Treichl and Pavel Kucera. This course will take place during the first weekend of  September.

1.                  Translation of MD rules in  English

These two translations were made available before the GA. A few modifications were also added at the GA concerning the following points:

 

A)    LT Racing rules:

_         Article 8: the list of doping drugs is removed from the rules as it exists as another document that is updated every year.

_         Article 11.d: the weight indicated must be corrected. It is 7 kg per dog for sleds as well as polkas. The maximum weight must not exceed 70kg.

 

B)    MD Racing rules:

_         In Article A : Racing categories : As a consequence of the decision just taken to include D1 and D2 classes, this article should then read :

"In FISTC Middle Distance Championships there is no ski-jöring class."

 

 

 

Belgian FBMF proposals

 

_         Joel REYNIERS

            Exclude for life by its Federation FBMF who asks the FISTC to support it and take the same decision

              Joël Reyners is excluded for life from any FISTC race.                                                        

 

 

1.       To make the FISTC- dogsdatabase public on the web: This proposal is a good thing for our dearest best friends, the dogs. If we could follow a little bit better the running dogs and their performances in the championships, we and other country's (also new people who wanted to start in our sport) could be interested in breeding with topdogs from good lines that participated on the championships. Breeding between good dogs brings good dogs on the championships and make these more attractive. We are sure this is not only available for my country. We don't see why this should not be possible, we are not speaking here over violence with the human rights._

 

GA: Dod dbase exists to allow judges and organisers to see what dogs ran in previous races  not for others reasons. FISTC is not a breading club.

2- We would like to ask if there's no possibility to make the championships more attractive for spectators with the time's running, and a temporary classification on a screen: To make our point clear, to have every moment the running time by a running participator and a temporary classification for example after every checkpoint or a few km's. We are sure this will sell also our sport more in the future for television and even by the Olympic games if the sport will be a demonstration. They use this already in every sport from bicycle till biathlon, and further more. Attention on this item will make our sport more attractive for everybody from spectators till participators and handlers, and could bring new members in every country. On this way everybody could follow better what's happening in the race.

 

GA: Idea is excellent but it costs a lot of money. It depends on local organisers. Fistc will recommend to organisers of future championships to try to make these equipments available.

Denmark D.S.H.K. proposals

1: The DSHK urges the GA to instruct the FISTC board to see to, that at - EU- and World Champs.-there must be training facilities for arriving participants.

The FISTC must at negociations with organising cities take the aspect -animal elfare - into consideration, that dogs can have their muscles loosened up after several days of transportation in boxes.

GA: It is not always possible, but it will be requested during negotiations with organisers.

 

2: The DSHK asks the board to reconsider earlier proposals to cancel the special FISTC Dog Pass, as in the meantime, new blue Euro-dogpasses have been established. This Pass has all info. Necessary about vaccines, chip markings, and also holds the possibility to have a picture of the dog in question.

GA: The board will look at any possibilities to add non vet stamps on these Eurodogpasses and will then come back with a proposal.

FRANCE F.F.P.T.C. proposals

 

 

1) We would like to propose   the inclusion of categories D1 and D2 in the FISTC Mid-distance Championships, to be ran on the same trail as the C class.

The reason is primarily that in France these categories exist since a long time and we never had any problem with dogs health.  In addition this would add some more teams to the MD Championships.

   D1 and D2 classes will be included in MD/LT FISTC Championships as from 2007

 

 

2) We would also propose that any team that has been warned by the Animal Welfare controller for his boxes, should be disqualified before the start of the Championships if he did not change or improve the travelling conditions of his dogs the following year.

Italy C.I.S. proposals

1)       We would like to proppse the inclusion of annual European and World Championship of no snow (dryland) racings.

The reason is that in all nations are organized many dryland racings.

GA: It was already adopted as a Board Proposal.

2) We would like to propose that all clubs member FISTC are obliget to organize two snow racing every year for to remain active member. The reason is that FISTC is a federation of sleddog sport that to promote the sports activity. The clubs that not demonstrate the sports activity become affiliated members without vote straight.

GA: There are many members that have no possibility to organise  races on  snow.

Italy F.I.M.S.S. proposals

 

_            Last year the FCI has introduced the working class in CACIB: for stimulate the competitive practice of the dogs owners that have overcome the proofs, we propose to create a special trophy for these participants and a special prize/mention for the dogs with the International Judge verification's stamp in the Dogpass or official document of their national kennel club;

 

 

_            after was happened while the WSA WCh's in Germany, we propose to increase the penalty for the musher that will run in the WSA Championships. Before to ask to reduce or erase the sanctioning, the rules must be respected: when we will see the respect of the rules we could erase this provision. We repeat, was happened in Germany but overall the system used in Germany it's absolutely to condemn and certify the good intentions of the limitation;

 

 

_            according to the FCI standard, we ask to verify the sex of the dogs while the FISTC's Championship. There are too female tall as the males: we think that this is a bad behavior.

 

GA:  Controls made by judges must be more precise on future championships.

 

Regarding proposals already in hands of secretary sent from the other Italian organization:

_            Italy-CIS proposal n. 1: fully support about this instance;

_            Italy-CIS proposal n. 2: partial support. According to the FISTC's statutes art. S3 point 1 - AIMS " 1. The aim of the Federation consists in practising and promoting the sledging sport with sled dog breeds agree upon by F.C.I. such as Alaskan Malamutes, Greenland- Dogs, Samoyedes, Siberian Huskies ", we cannot consider only the races as promoting and/or practising of sleddog sport because " sport " isn't synonymous of  " competitive ".

However, in line of principle the proposal could be right but it's not clear for these reasons:

o                     there are some federation that doesn't organize the races but do it through the federated clubs: in this situation there are France, Italy-FIMSS and Czeck Federation as we know, maybe others;

o                     some members have objective difficulties to organize the races due to conformation of their territory ( such as Monaco for example ) and they organize some races together other FISTC's members .

Therefore we can support this motion with these modifications:

" The FISTC's members must organize at least two on-snow events every year alone or together other FISTC's members, races and/or very important promotion events, otherwise they will lose the qualification as active members. In case of the federation with more than 5 federated clubs, it must sanctioning at least 2 events every year ".  In suborder " The FISTC's members must organize at least two on-snow races alone or together other FISTC's members every year, otherwise they will lose the qualification as active members. In case of the federation with more than  5 federated clubs, it must sanctioning at least 2 races every year "".

Slovak proposals

 

 

1. To bestow European Cup MID, LONG - Oravská Lesná

 

2. To nullify forbiddance for FISTC competitors to participate in European Championship and World Championship WSA.

Adopted last year, this decision cannot be cancelled one year after. It cannot be rewieved before next year.

 

3.  To improve track marks on European Championship and World Championship.

    Critical places (intersection, crossroads) to be provided with a qualified control- referee.

    Organizer is obliged to make and release a track plan ( map ) on an accessible place of race on European Championship and World Championship. 

 

GA: The day before the race orgasators will distribute the maps of the trails together with   starting  lists.

Mushing Holland proposals

 

  • To allow one musher of the O or A class to view the trail before the race and allow him to make recommandations to the organisers. This musher should be picked by a lotery out of all competing A and O mushers.
