1)      Welcome.

The president welcomes all participants to the 20th GA of FISTC and thanks the Belgian friends, particularly Siegfried Bomon, for the organisation of the meeting.

 

2)      Definition of the participants and list of votes.

3)      Adoption of the agenda.

The agenda was unanimously adopted.

 

 

4)      Adoption of the minutes of the last GA in Nova Pec.

The secretariat didn't receive any remarks during the year concerning the minutes of the last G.A.

The minutes were unanimously adopted by all voting members.

 

 

 

5)      Reports of Board members

         All the reports were read by the following board members, as well as the report of the financial controllers who stated that the accounting was correct.

The reports are attached as annex to these minutes.

6)      Discharging the members of the board.

- CSAN, Switzerland, president: Olivier Favre, 21 active mushers, new Swiss club already admitted provisionally by the Board at its December meeting

Since this time there were 22 votes in the Assembly as the CSAN had already paid in January its fee for 2005.

 

- FCI division of FIMSS, Italy, The statutes are in conformity with FISTC , two sections- pure bread 262 members, 60 mushers, 34 active mushers and open section 44 members.

Vote results: against: 2 ; abstentions: 3 ; in favour: 17

 

As the  FIMSS did not have a provisional admission and did not yet pay any Member fee, there were no changes in the votes.

 

- Poland- In a letter to the board the Polish club which wants to become a Member of FISTC has asked for some delay as there are changes going on in Poland. The Board suggests that we wait until next board meeting in November to have better informations on their application.

Thank you very much for informations abort General Assembly.
As I notified we want to join your organization , but there exisist a problem.
In may, this year sleddogs in Poland has became a sport event and now there exist Polish organization in which belongs to clubs from whole Poland. Because of big changes in sleddogs we must wait for accomplishments suitables changes in law, which connects with waiting for new documents.
If your organization will agree we want to join your organization, but in future.
Please show our message on G.A. and please present your position to Poland.

In future we would like our cooperation will achieve organizing races in Poland (because we have capabilities and grounds similar to Donovaly.

8)      Request and proposals from the board and Member countries.

 

Proposals of the president:

1.  Following the decision adopted by the 2004 GA on the minimum weight of the dogs that must respect the minimum weight that is fixed by the standard of the breed, I would like to continue to strengthen the link between our dogs racing in the FISTC races and the standard of the four breeds.

      For this reason, I would like to suggest that dogs racing on the FISTC races (and particularly the Championships) respect the standard of their breed also with regard to the size (with a tolerance of + 1cm with regard to the maximum size allowed by the standard).

      This is particularly important at a point in time when we are developing our ties with the FCI which may bring us enormous advantages.

The proposal would apply only to new dogs, not to dogs that are already in database.

 

              The proposal as such is rejected. Instead, the General Assembly recommends the following:

 

Advice for member countries to check the size of racing dogs and to stay in conformity with the standard.  

 

2.  Last year a decision was taken by the GA that FISTC mushers should not participate any more in WSA Championships, subject to the fact that the IFSS agrees to recognise the FISTC as the dominant Federation for pure breed sled dogs and that ESDRA and IFSS would not do any pure breed classification in open Championships.

     As the IFSS has indicated they do not want to recognise the FISTC and as the WSA belongs to an open Federation and is our main opponent, it is suggested that any participation to WSA championships is strictly forbidden to any FISTC team.

     For the teams that would not respect this rule, the sanction would then be two years of disqualification from the FISTC championships.

Proposals of the board:

 

1.       Change of the distances for all catogories in sprint within two years:

*          D and C class                                     10-12km

*          B, SJ and pulka                                  15-18km        

*          A,                                                       18-20km

*          O                                                        20-25km

2.      Euro cup- For next two years.: When we have all the dates of the races of all members, the FISTC board will point out the races that will be taken in to the FISTC cup, this can be two races in one weekend if they are at sufficient distance from each other. The total of weekend in which FISTC eurocupraces are held should be 6 and the best 4 results will count. A minimum of 3 participations is required to be in the final Eurocup list. There will be no extra costs for the organization, the races should be kept under strict FISTC rules, and the results should be send to the FISTC secretary within 2 weeks of the race.

3.      Free participation of competitors of the WM/EM younger that 18 years.

It is already common but the young mushers must inform organisors about theyrs age.

 

4.      Install a commission for possible problems around the race not directly concerning participants (to tackle the problems like we now are facing with K.H. Raubuch).

 

Yellow cards. Stands for two years. Like in Football, two Yellow cards or a Red card meen disqualification for one season. If something happens on the trail the musher must enquire and on the finish line should ask about what happened. On the other hand, nobody is allowed to stand, walk or be on the trail during the race. So in the case of the Raubuch/Combazard problem they both will receive a yellow card.

 

Proposals of Belgium

1.Proposal

I. Inscription rules, A) Acceptance conditions, 3° Dogs

e) The dogs must be 12 months old before the first day of the race.

Changes for Sprint rules: 15 months

Changes for MD/LT: 18 months

Reason: During this WC many youngsters were on the arrival at the Finish in the basket.  These youngsters were not prepared to do a race on the championships.

The point of wiev of the veterinary: no problem for dogs 12 month old to take part in races. No difference between 12 and 15 month. Vet control must check dogs well before race and make the personal decision.

Change or not change:

Vote results: against: 19 ; abstentions: 0 ; in favour: 3  Proposal rejected, age remains unchanged 12 months in sprint and 18 months in MD/LT.

 

2. Remarks

a. The day before the race, at least at 1600pm, unless the organization is informed of a major problem al teams must be available for pre race checking.

During this championship at Thursday only chip control and standard control has being effected. Not de Vet check.

30 minutes before heat 1 they have affected the Vet Check. This is not the way of working at a championship due whatever what for raison they may have.

b. Bad trail

c. D1-2: They have affected the race in deep snow (30cm). This is outrageous.

d. There was during this WC a conflict of interests. A competitor is one of the sponsors for the 2006 championships. The FISTC must be warned for irreproachableness designation of the place for the Championships 2006

        Proposal 2 withdrawn

Proposals of France:

During the meeting of the delegates in Innerkrems/ Austria organized after each heat of the MD/LT European Championships different observations were submitted by the French delegation. The French mushers want that these observations will be submitted on the FISTC General Assembly as proposals:

The starting lists:

  1. For the champions and the other participants there must be a drawing of the ots, in order to avoid that the first in the category is a musher of the organizing country.

 

         The starting list in alfabetic order was a  mistake of organizators

 

  1. One list of musher´s category should be given  to each musher, not only one for the whole team, in order to avoid that each musher must copy her/his starting time.

        

         No- everybody is resposible for his starting timeand it will imply useless costs

 

  1. Mushers are not allowed to change their category after printing of the starting lists.

        

         On 12:00 thirsday the starting list will be final. A team can change category after 12:00 only in agreement with the FISTC Vet if dogs are ill.

 

  1. The starting lists are to be distributed during the meeting of the delegates and ot at the end.

 

         They will be distributed 10mn before the end of the delegates meeting

        

  1. At the end of the Championship a CERTIFICATE is to be given to each participant.

 

               The Certificates could not be distributed due to a printing error (they were           distributed at the GA)

 

 

        

Proposals of Hungary:

To be hard controlling, administrateing the parcipants to world and european champioship. The country  Delegate should be asked before admitting teams.

 

         That was a mistake by the FISTC, will not happen any more.

 

Proposals of Austria:

Austria proposes to split up the category skijoring men and skijoring women. If the minimum number of participants in one category is not met,, men and woman should be merged in one category. Reason: There is a difference in the constitution of men and women, which should, like in pulka, also be respected in skijoring.

 

Split if we have at least 5 competitors in each category.

 

Proposals of Czech:

Change of categories in the middle disstance: only 5 categories as pulka, till 6 dogs team, and seven or a bigger teams.

Vote results: against: 15 ; abstentions: 1 ; in favour: 6

 Category O, A should by merget in one category if the minimum number -5 of participants in one category is not met. The categories C, B in Middle Distance FISTC Championships will remain as now.

 

 

 

Proposals of Germany:

Germany requests a suspension of two years for the Musher Jean Combazardat international championships due to assaults againts a photographer at the World Championships 2005 in Donovaly.

 

Yellow cards given to both.

 

Proposals Mushing Holland Sleddog Club:

 

1) Database: Put A v/d Put back on this job, because he has all the neede information..

        Dropped

2) Information and communication to the member countries  working well. We get no info or anything else from the secretary. Everything you must pick from the internet and you don't know if there is any information. Even our secretary did not have any answers on her questions toward your secretary.

        The email address was wrong, everything is ok now

3) Pulka Ladies and Men: Put them in 1 category without separate price giving.

When less than 5 competitors in one of the two classes.

4)Dogpasses. Last year you promissed us new passports with colors for each country and also new numbers. Where are they?

5) Dogs who don't run should not be marked with paint. Before and after the race dogs will be checked and that should be enough.

We will continue to use the marking of dogs but by different colours, not red.

6) Doping controle: Taking urine from a dog is to difficult. Maybe it's better to take a bloodsample from the dog and send that to a lab.

 

To take blood samples is the best solution:

7) FISTC-cup 2003/2004.When is the price giving from these cup.

From minutes of GA 2004- The only result the FISTC received was the one from Weng. The cups will be distributed at the beginning of the World championships in Donovaly. Miro Dano will take care of the purchase.

        Mr. Dano failed to buy and distribute the cups in Donovaly 2005

MD- price giving ceremony for 2005 year will be in KRAHULE 2006 at the beginning of the European championships.

 

 

 

 

 

 

 

9)      Race-calendar for the season 2005/2006 and FISTC Championships 2007 & future.

 

a) On 11.- 12.2.2006 Italy- Chiomonte (Torino) -during the Olympic Period, trail 9 km for all categories, demonstration of sleddog sport, 70 competitors, Contingent 50% of Donovaly 2005, only invitation by the FISTC through the Member clubs and federations, entrance fee payd by FISTC, this will mainly be publicity for our sport.

 

FIMSS will inform  about their race in the same area location during the next days.

 

b)  On 16.-19.2.2006 St. Ullrich- Austria, European championhip sprint

 

c)  On 23.-26.2.2006 Krahule - Slovakia, European championhip MD/LT

11)   Place of the next General  Assembly 2006.

There were three proposals: Slovakia- Ružina, Italy- Venice, Holland- Amsterdam

Secret Vote results: Ružina: 12  , Venice: 5  , Amsterdam:4,   abstentions: 1

The next GA will take place in  Ružina , the precise date will be announced 3 month in advance.

 

12)        Establishment of the number of mushers by the member countries. Each member         will give his number of mushers of last season.

13)        Results of the  FISTC-EURO-CUP.

Krahule 2005 was the only race that provided the FISTC with its results. As a consequence, the results of the 2005 FISTC MD/LT Eurocup is the result of that race.

 

14)       Miscellanious.

The first races that apply for the 2006 FISTC Eurocup are:

Other races in Germany, France and one other country will be announced in the next few weeks.

      The President explains the important consequences for the FISTC and for our sports of the recognition made by the FCI at its last General Assembly. The letter from the FCI was distributed to all participants.
