Ladies and Gentlemen, dear Delegates,

I am very happy to welcome you here in CHIOMONTE for this General Assembly and I take this opportunity to thank the Mayor of the city, Gianni Gorgerino and the organisatin committee as well as CIS, the inviting Italian club, for the perfect and generous organisation of this event. While we are here we will learn more about this place and some of us will remember the excellent race they organised in February 2006 during the first week-end of the Olympic Winter Games of Torino, a fantastic moment that remains alive in the memories of all those who had the chance to participate and I have been one of these lucky few.
This year my report will be mixed as we had some positive aspects and several negative ones during the past year.....

MINUTES OF THE 24th FISTC GENERAL ASSEMBLY

June 6 - 7, 2009 -Taxenbach, Austria

REPORT FROM THE PRESIDENT

Ladies and Gentlemen, dear Delegates,

I am happy to welcome you here in Taxenbach for this General Assembly and I take this opportunity to thank our Austrian friends for the organisation of this event. While we are here we will learn more about this place and the excellent race they organise as I have been told by FISTC Board members who participated here this winter.
Let's start working. This year my report will be mixed as we had some positive aspects and some negative ones.
We started the season with an excellent second European Championship Kart in Bueriis, Italy. As we expected from our Italian friends from FIMSS, the race was well organised and the trails were very good and quite flat. Indeed we had a successful organisation and all the controls were done and the results as expected. We mainly missed participation from some countries. The Netherlands did not show up, is that a lack of interest? All doping controls were negative and that also is very important. Equipment and rulesare still under review and final decisions will only be taken in 2012. Some rules need improvement and that is coming......read all report

 

From the 1th july 2009 the musher FISTC are allowed to partecipate to the next WSA Championship.
The sanction for the partecipation in past years will remain.

Is introduced a Ski-joring class with 2 dogs, both sprint and MD. Like in all other classes the dog should be attached to eachother with a neck line, or when running in one line, the second (wheel) dog should be attached to the central line by a tawline and a neckline.

The dog pass may disappear, the last pages of the dog passport can be used, mushers should be reminded that it is obligatory to have a photo of the dog in a passport. The stamp of the club should be partly on the picture

The GA approve the distances for the sprint race proposed from the Board:
D and C: 8 - 12Km
B and SJ: 13 - 15 Km
A: 15 - 20 Km
O: 20 - 25 Km

REPORT FROM THE PRESIDENT


Ladies and Gentlemen, dear Delegates,


I am happy to welcome you here in Schoonloo for this General Assembly and I take this opportunity to thank Frans Weischer for the organisation of this event. While we are in the woods and in the middle of the nature, which would be very nice for a sport event, some participants found it quite far away from the civilisation and from an international airport.

Let's start working. This year my report will be much more positive than last year as we were extremely successful in our organisations despite another quite poor winter.

We started the season with an excellent first European Championship Kart in Sletten, Denmark. As we expected from our Danish friends, the race was well organised and the trails were very good. Indeed we had a successful organisation and all the controls were done and the results as expected. We also had a good participation from Russia, at least in terms of results with two participants who took two medals. All doping controls were negative and that also is very important. That was also an interesting organisation as it gave us the opportunity to see how this sport was handled in our various Member countries, particularly from the point of view of equipment and rules. Some rules will need improvement and that will come over the years. It was also important to control some too thin dogs and as it is now in our rules to be able to disqualify any dogs below the minimum weight that is in the standard of the breed. The Board proposes not to increase any fees this year and it was dopted.
DNA test is the future of pure breeding in the world! Subjective point of view is going out, and the DNA test will really tell which dogs are being using for breeding. FISTC accepts dogs for sport only when they are up to the standard of FCI . Arno Roos, FISTC veterinarian is going to work with this idea and prepare for next GA the final proposal of the board on the use of DNA tests.
Membercountries should in their homeland check the Costs and inform the Secretary of the FISTC accordingly.

- The SSVÖ would like to inform the FISTC that the legal position in Austria refering to the minimum age of dogs participating in sleddograces has been changed. Minimum age in Austria is 18 month.

Next two championships sprint will be oganized in Austria, and then the board of FISTC proposes to change the minimum age of dogs for sprint races from 12 to 18 month for future races of the FISTC including Cart and Sprint Championships. All dogs must be 18 months old on the first day of the race.

FISTC and FCI cooperation. The President of the FISTC reported about the first meeting of the newly recreated Commission for Sledge Dogs of the FCI that was held in Paris on 19 and 20 April 2008. As President of this new commission Franco Mannato emphasizes the importance for our sport(s) and for the FISTC to cooperate more closely with the FCI.

No more wild cards will be issued for mushers from countries that are already members of FISTC

I am very happy to welcome you here in Modena for this General Assembly and I take this opportunity to thank Massimo Bassan and the FIMSS for the perfect organisation of this event. It is clear now that this year most of you have enjoyed Italy and this is another opportunity to discover new aspects of this wonderful country.

Let's start working. This year my report will be much shorter than in previous years. The main reason is that we had a tremendous winter with very little snow all over Europe and that many races have been cancelled during the season, week after week.... all text

Ladies and Gentlemen,

I am happy to welcome you in Ruzina for this General Assembly perfectly organised by our Slovak Friends. I will try to be as brief as possible in order to have a fruitful and very constructive meeting.

Let's start with the sportive aspects first. This year was an excellent one for various reasons. Many races have been organised in our countries and most mushers have been able to do a complete season and this is extremely positive. But this year, we the FISTC have been able to organise a very special event, I mean the demo race in Chiomonte Italy, during the Winter Olympic Games, more precisely during the first week-end, starting just the day after the opening ceremony. That was an important event for the promotion of our sport. And it has been even more than what I could hope. The race itself was extremely well organised, the place is beautiful and the weather was perfect and there were many medias from several countries.

But the most important was what we did not see, what I learned a few weeks later when I came back home: some VIPs were curious to see that demo, and they came ! They didn't stay very long, one hour only, but they enjoyed our exhibition and declared that our sport is very interesting ! These personalities were the President of the French National Olympic Committee, together with some other of his colleagues from France and other countries. That was one of our main goals and it was a success, even if on the spot we did not know it. The race itself was excellent and I would like to thank very warmly, in name of the FISTC, Gianni GORGERINO and his team from the club Canadian Wolves, as well as our Italian friends from CIS, and other helpers and supporters on this race. For all participants, this event will remain in the memories, and the pricing ceremony was a very special one with all these flags of the Torino Olympics, the torch that two days before was used to light the Olympic flame and so on. Adopted proposals:
1. Creation of the FISTC euro cup -sprint, distanceand long ranking list ( The Iron Sled Dog Races will also count for the ranking). We, the board, will appoint the races which will be taken in account for the ranking. More than one race can be apointed in one weekend as long as they are separated enough from each other
2.

Change of the distances for middistance to C= 25km (+/- 5km)
B+P= 35km (+/- 5km)
A+O= 45km (+/- 5km)

3.

 In 2007 the LT championship will also be open for german mushers racing with pure bred teams, even if they are not member of the FISTC. The dogs will have to be judged by at least 2 race judges.

4. To organize an european championship cartracing.

Mr. Gert Kronholm from Denmark was elected to be the Boardmember responsible for cart races.

The first FISTC Cart race Championship will be organised by SSD in Germany, western town Pullman city Harz, Hasselfelde, during the last weekend in November 2006.

5.

On FISTC Championships races, the starting number must also be put in evidence on he car and on the trailers on the stake-out.

6.

Maximum of 2 dogs in a box.

The Board recomends that if in a car there are more than one dog, then dog boxes must have their own lockable door (e.g. backdoor of car is not sufficient)

7.

Snowanchors must be handable with one hand (so not be in the dogbag because then it takes to much time to grab it in emergency situations).

8. Young mushers of 12-17 years must wear helmets, except skiers in categories skijoing and pulka.
9. Race marshall course in Srní, Czech Republic organised and given by Franz Stadolka, Walter Treichl and Pavel Kucera. This course will take place during the first weekend of September.

12. Joël Reyners is excluded for life from any FISTC race
13. D1 and D2 classes will be included in MD/LT FISTC Championships as from 2007
14. Any team that has been warned by the Animal Welfare controller for his boxes, should be disqualified before the start of the Championships if he did not change or improve the travelling conditions of his dogs the following year.

REPORT FROM THE PRESIDENT FRANCO MANNATO

Ladies and Gentlemen, dear Delegates,

I am happy to welcome you to this General Assembly of the FISTC in Louvain, Belgium.

I would like to thank our Belgian friends for their kind invitation and particularly the President of the Belgian Federation FBMF Siegfried Bomon.

This season has been another good one for the FISTC as we were able to organise both championships. But the Championships are not the only activity of the Board during the year. We will have to discuss several other issues later... all report

FISTC has a new members:
CSAN Switzerland, president: Olivier Favre, 21 active mushers
FCI division of FIMSS Italy, 262 members, 60 mushers, 34 active mushers
Poland In a letter to the board the Polish club which wants to become a Member of FISTC has asked for some delay as there are changes going on in Poland. The Board suggests that we wait until next board meeting in November to have better informations on their application.
Slovenia temporary membership for one year to prepare all documents
Romania they are preparing the statutes, invitations will be sent for Romanian mushers for St. Ullich and Krahule 2006.
   
Adopted proposals:
1. Advice for member countries to check the size of racing dogs and to stay in conformity with the standard.
2.

Any participation to WSA championships is strictly forbidden to any FISTC team. For the teams that would not respect this rule, the sanction would then be two years of disqualification from the FISTC championships.

3.

  Change of the distances for all catogories in sprint within two years:

* D and C class 10-12km

* B, SJ and pulka 15-18km 

* A, 18-20km

* O 20-25km

4. Euro cup- For next two years.: When we have all the dates of the races of all members, the FISTC board will point out the races that will be taken in to the FISTC cup, this can be two races in one weekend if they are at sufficient distance from each other. The total of weekend in which FISTC eurocupraces are held should be 6 and the best 4 results will count. A minimum of 3 participations is required to be in the final Eurocup list. There will be no extra costs for the organization, the races should be kept under strict FISTC rules, and the results should be send to the FISTC secretary within 2 weeks of the race.
5.

Free participation of competitors of the WM/EM younger that 18 years.

It is already common but the young mushers must inform organisors about theyrs age.

6.

To split up the category skijoring men and skijoring women if we have at least 5 competitors in each category.

7.

Pulka Ladies and Men: Put them in 1 category without separate price giving when less than 5 competitors in one of the two classes.

8. Dogpasses (.doc).New passports with colors for each country and also new numbers.
9. Doping controle: To take blood samples is the best solution.
10. The articles and iformations on the FISTC web site can be in own member languages.

11.- 12.2.2006 Italy- Chiomonte (Torino) During the Olympic Period, trail 9 km for all categories, demonstration of sleddog sport, 70 competitors, Contingent 50% of Donovaly 2005, only invitation by the FISTC through the Member clubs and federations, entrance fee payd by FISTC, this will mainly be publicity for our sport.

CACIB in working class for Samoyedes, Siberian Huskies, Groenland Dog and Alaskan Malamutes

The FCI General Committee agrees that a working class be opened to these breeds and that the CACIB be confirmed for dogs entered in this class. However, the title of Int. Beauty.Ch. is attainable exclusively with 4 CACIB.

This rule applies to all member countries provided that national kennel club where the dog is registered has issued the appropriate FCI certificate for the entry in working class or for the applications of the title of Int. B.Ch.

These breads are not eligible for the title of Int.W.Ch. ( working). It is made clear that these breeds have to pass a test which is proper to them ( for the access in working class).

The measure will apply from January 1st, 2006.
