1)      Welcome.

The president welcomes all participants to the 23rd GA of FISTC and thanks the Dutch friends, particularly Frans Weischer, for organizing the meeting.

 

2)      Definition of the participants and list of votes.

The number of  votes is 17 at the beginning of the meeting.

3)      Adoption of the agenda.

The agenda was unanimously adopted.

 

 

4)      Reports of Board members

All the reports were read by the following board members, as well as the report of the financial controllers, who stated that the accounting was correct.

5)      Discharging the members of the board.

6)      Adoption of the minutes of the GA in Modena (Italy). 2008

The secretariat didn't receive any remarks during the year concerning the minutes of the last G.A.

The minutes were unanimously adopted by all voting members.

 

7)      Admission of new members.

 

Bulgaria- we are waiting for documents

Iceland : documents were sent but not yet received , so a provisional temporary admission is provided

Luxemburg - we are waiting for documents, the provisional membership is renewed for one year.

 

8)      Request and proposals from the board and Member countries.

 

Proposals from the Board

 

- The Board proposes not to increase any fees this year.

The proposal is adopted. 

 

- The Board would like to recommend, in order to reduce the expenses of mushers and FISTC team, to have both FISTC championships on snow in two consecutive week-ends. Sprint the first week-end and then the midle distance and long trail. These races should take place in mid-February.

DNA test is the future of pure breeding in the world! Subjective point of view is going out, and the DNA test will really tell which dogs are being using for breeding. FISTC accepts dogs for sport only when they are up to the standard of FCI . Arno Roos, FISTC veterinarian is going to work with this idea and prepare for next GA the final proposal of the board on the use of DNA tests.

Membercountries should  in their homeland check the Costs and inform the Secretary of the FISTC  accordingly.

 

 

 

 

 

Proposals from the Member countries.

 

 

Austria

 

- The SSVÖ asks the FISTC General Assembly to allow the following application:

 

Mushers who are banned from Races due to breaking rules concerning doping delicts have to be  banned from every race organized by FISTC related clubs.

 

The FISTC should go for exchanging information  and recommend this rule in any other Sleddog association. The intention is to continue animal welfare and sportsmanship among all participants of sleddograces all over Europe.

No matter which association (WSA, ESDRA, IFSS, FISTC) puts a penalty on a certain musher. As soon as it will be known, the musher has to be banned from any race organized by clubs of other associated members of the FISTC and from all FISTC events and activities for two complete seasons.

.

In case a young musher younger than 18 years old is punished for doping, then his responsible parents are also banned from any FISTC races and events for the same period of two complete seasons.

- The HSV-ÖSHS  would like to ask the FISTC general assembly to confirm the date for the Sprint EM in Mauterndorf, which will be held from

 

 January 28 to January 31, 2010.

 

The reason for this date is not only the organizational situation of the Mauterndorf region but also the weather conditions of the past few years. (which could be expected for this period of time.)

The dates for the FISTC Championships Sprint will be 11-14th of February 2010

 

Also the municipality of Mauterndorf and the HSV-ÖSHS would like to invite the FISTC to have the next GA in Mauterndorf.

This was accepted by the GA, and it was decided, that the GA should be held in the third weekend of June.

 

- The SSVÖ would like to inform the FISTC that the legal position in Austria refering to the minimum age of dogs participating in sleddograces has been changed. Minimum age in Austria is 18 month.

 

As of 2008,  the races in Austria can not any  longer be organized under the FISTC-regulations (12 month).

 

Therefore the SSVÖ would like to ask the FISTC to follow this new regulation or inform the members about the new legal position in Austria.

 

Next two championships sprint will be oganized in Austria, and then the board of FISTC proposes to change the minimum age of dogs for sprint races from 12 to 18 month for future races of the FISTC including Cart and Sprint Championships. All dogs must be 18 months old  on the first day of the race.

Belgium

 

Why didn't we receive yet any proposals from the Board on the legal powers of ASBL as requested last year (see european texts)? 

The matter is quite complicated and needs more work. Hopefully a proposal or a report will be provided next year.

 

Belgium asks the FISTC to publish the dates of the two Belgian races.

That will be done as soon as we will receive the dates.

 

Czceh CMSKPSP:

 

Our proposal is to use the dog´s euro passport as race passport.

 

Arno Roos, veterinarian of FISTC will check the possibilities to use pages "Others" for FISTC use and he will inform us during next GA.

Dear Sir or Madame,

I have signed up for the FISTC sledge dog European Championschips in Innerkrems 2008 via Mr. Polz.

On Tuesday, March 4 th 2008, I was informed that I wouldn`t be allowed to participate. The reason is the doping issue within the WSA and my son Marco.

Mr. Treichl told me something about an ethical codex towards the WSA. From my point of view, the comparison with Willi Gregor is no justification, because he partivipated at the World Championships 2006 in Frauenwald as well.

The FISTC has never blocked me for an international championship. I would really appreciate a statement form your side.

I would really like to participate in the World Championschip 2009 in Werfenweng. If there are reasons to block me, would you please give me an item of written comment on that.

My son Marco Diemer (Junior, born 1992) was participating the European Championships 2007 in Zubarek. He too, would like to participate in Werfenweng 2009.

 

This was already discussed when examining the Austrian proposals.

The 2 year block of the "FISTC" should be canceled.

Please don`t issue any more wild cards to either AGSD or DSSV-Musher fort he

European. Or World Championship - "FISTC" in sprint and distance.

 

 

No more wild cards  will be issued for mushers from countries that are already members of FISTC

Netherlands

 

Proposals of MHSC from the Netherlands for the FISTC congress on the 14th and 15th of June are:

 

1.      To take over the official abbreviations of all the countries.

      That means: NL for the Netherlands, D for Germany and GB for England.

      No, we use Olympic abbreviations for countries.

2.      To reserve 2 places in the mid-distance competition for the FISTC (EK/WK) snow races

3.      To reserve 10 places in the sprint competition for the FISTC (EK/WK) snow races

4.      To reserve 2 places in the cart-competition for the (EK/WK)

5.      Stimulate all countries to organise snow races also in the months March and April, because of the lack of snow in January and February.

This is already done but many countries have difficulties.

6.      To check/verify all pedigrees of all the dogs who start at the EK/WK races of the FISTC. Check all dogs that passed the finish at the EK/WK races of the FISTC for the microchip.

This is already done, but controls will be reinforced as from next season with the new system put in place with a microchip for the musher and all his dogs in a plastic card.

7.      Try to present the proposals at the FISTC board a month before the GA.

      Certainly, when possible.

8.      Holland will organize the FISTC European Championship Cartrace 2009 (MHSC) only then when the participants will use the four wheel cart. This is not a new agenda point, I did mention this at the 2007 GA in Modena, because in Holland it is forbidden to race with the three wheeler(s) (we had some serious accidents in the past).We hope every one can understand our point of view! Safety first!

It was decided two years ago to leave open the possibility to race with three wheel carts for a period of five years before reviewing the rules. So in November 2009 three wheel carts must be accepted.

 

Last but not least, we can and will understand, that the FISTC and the WSA have a long way to go before they work together or maybe (I believe in miracles) come together. We do believe it is possible to make a good first sportive step forwards and come ASAP to just one European/World Championship for Sprint & Mid.Distance.

 

The season for miracles has not yet arrived.
